The availability cliff
Structural vulnerability Availability is a controlled and adjustable variable. Because Cape Town has a natural low season (May–September), a property can drop below the threshold by closing over winter, or by shifting to mid-term stays — without changing its commercial intent.

Formula. If availability ≥ threshold → rates = valuation × 0.015106 (commercial). Else → rates = max(0, valuation − rebate) × 0.006428 (residential).
