Not everything on this page is law, and the difference matters. These items come from sources with very different standing — binding statute, a draft code published for comment, and industry standards nobody is legally obliged to meet. Every line below is marked. Read the marks before you rely on any of it.
Law

In force today. A statute, regulation, SANS standard or municipal by-law. Failure carries a legal consequence.

Draft code

From the national Code of Good Practice for Short-Term Rentals, published for comment. Not binding yet — but the direction of travel.

Standard

Industry practice and guest expectation. No legal obligation, but it is what a well-run property does.

This list is not your compliance position. Which of these apply depends on your zoning, your building, how many rooms you let and whether you live there. A property zoned Residential 1 letting three rooms faces a very different set from a twelve-room guest house. The free check tells you which apply to yours.

Guest records — the most commonly missed legal duty in the framework
