South Africa's short-term rental sector has grown into a real part of the tourism economy, but the compliance framework has not kept pace. Municipalities want certainty, owners want a way through, and neither has had a professional integrator to close the gap. STRLCS was built to be that integrator.

Executive summary

STRLCS — Short-Term Rental Licensing Compliance Services (Pty) Ltd — is a private company registered in the Republic of South Africa (reg. 2026/533467/07) and the leading operating brand of Turn Key Partnerships Holdings. We coordinate the end-to-end compliance journey for STR properties across all nine South African provinces.

We do not physically own the property, install the equipment, or verify the paperwork ourselves. Instead we coordinate a network of accredited Preferred Vendors (fire safety, electrical, gas, plumbing, insurance, POPIA, town planning, and more), STRCAS-certified Assessors and Auditors (independent PPRA-licensed field verification), and STRCMS technology (the platform that ties it together).

Owners get one accountable point of contact instead of seven vendor relationships. Municipalities get a submission that is complete and defensible on first read. And a professional field-network of property practitioners — assessors and auditors — earn income from a service the sector genuinely needs.

We tell owners what will actually get them approved. We tell vendors when their credentials fall short. We tell municipalities the truth. Our fees are the same either way.

Independence

STRCAS Assessors and Auditors sit in a separate company for a reason. Frontline verification and QA are structurally arms-length from the paperwork we submit. That is what makes the verification worth something.

Transparency

Referral commissions, cross-brand sharing, rating mechanics, and pricing tiers are all published. Owners can see exactly how we earn.

Rigour

Assessors follow a documented methodology. Auditors sample check. The rating system is peer-driven. Nothing about the STRLCS Compliance Verified badge is issued on trust alone.

Service

We are paid for our time, not for a promised outcome we cannot guarantee. And we tell owners upfront that if they have the time and patience to run seven vendor relationships in parallel with the municipality, they can do this themselves.

National footprint

Compliance is a South African problem, not a Cape Town problem. Our systems, standards, and network are being built for every metro from the start.

Built alongside the professional bodies that make it credible.

STRLCS operates alongside — and in some cases contributes formally to — the following South African bodies and initiatives.

Our verification methodology draws on standards issued by the South African Qualifications and Certification Committee (SAQCC Fire, SAQCC Gas), the Electrical Contractors Board (ECB), the Financial Sector Conduct Authority (FSCA), the Information Regulator (POPIA), and the Property Practitioners Regulatory Authority (PPRA). Our Preferred Vendors and Assessors are required to hold current registration with the relevant body for their category.

We work with a growing network of insurance underwriters, fire-safety suppliers, and municipal-liaison consultants. Named partner relationships are published as agreements finalise.

Turn Key Partnerships Holdings is the umbrella group. STRLCS, STRCAS, and STRCMS are separate Pty Ltds under it, and each holds its own service scope, insurance, and regulatory positioning.

Why we exist

The moment demanded an integrator. Nobody else built one.

The gap between "the compliance framework exists on paper" and "the average STR owner can actually navigate it" is where our sector loses inventory, loses trust, and loses the goodwill of the municipalities regulating it. STRLCS closes that gap.

Short-term rentals contribute meaningfully to the South African tourism economy. But every non-compliant listing weakens the sector's regulatory position, harms competing hospitality businesses that do comply, and puts individual owners at real risk of fines, closures, and rate reclassification.
